Precautionary Principle in Natural Heritage Planning
Planning authorities must apply the precautionary principle when considering impacts of proposed development on nationally or internationally significant landscape or natural heritage resources, particularly where there are threats of serious or irreversible damage.
Under Article 191 of the Lisbon Treaty, environmental policy continues to be based on the precautionary principle which exists in order to protect the environment, where there are threats of serious or irreversible damage. Planning authorities should apply the precautionary principle when considering the impacts of a proposed development on national or international significant landscape or natural heritage resources.
