Empty Homes Assessment Requirements

Local planning authorities must monitor vacant empty homes, identify areas where vacancies exceed 3% of housing stock, analyze trends over the past 3 years, and outline government initiatives on empty dwellings. Data on investment-purchased vacant dwellings will be informed by community surveys and estate agents, with the NIHE commissioning research where data is unavailable.

• confirm the numbers of vacant empty homes; • highlight those areas where empty homes are in excess of 3% of total housing stock; • trend analysis for last 3 years; and • outline Government/NIHE initiatives on empty dwellings. Estimates of the number of dwellings which have been purchased purely for investment and which remain vacant will be informed by local community surveys and local Estate Agents. In the absence of available data the NIHE will commission research to be carried out.
