Approaches to Managing the Release of Sites
Three main approaches exist for managing housing land release: criteria-based release, site ranking, and phasing over defined time periods. Phasing is considered most suitable for providing certainty and flexibility in Northern Ireland's plan, monitor and manage mechanism.
There are three broadly recognised different approaches to managing the release of sites:
1. criteria based release;
2. site release based on ranking; and
3. phasing – releasing sites over time periods defined within the plan.
The use of phasing is considered the most likely to provide the certainty and flexibility required for the plan, monitor and manage mechanism in Northern Ireland. A criteria based approach is however required in the actual site selection process undertaken in plan preparation.
