Character Area Definition Basis

The character areas should be identified and defined on the basis of a clear and transparent assessment, taking into account, as appropriate, relevant planning history, landuse, housing density, physical character and any other relevant factors. This is a suggested approach and there may be other methods that will achieve the same objectives. However, it is an important element of the entire urban capacity study and this may be open to scrutiny at the Public Inquiry, into the draft plan, depending on the nature and level of objections.
