Assessment Criteria for Retaining Employment Sites
Where no employment demand is established, the council will assess whether the site should remain for employment use based on locational factors and local unemployment levels, including highway access, public transport connectivity, and proximity to sensitive uses.
Where demand has not been established, the need to retain a site for employment use will be assessed against a range of criteria, including locational considerations and levels of local unemployment. Criteria for assessing whether land and premises remain well located for employment uses include: • accessibility to the primary highway network, rail facilities and the port; • accessibility by public transport; and • proximity to housing or other sensitive uses.
