Vitality & Viability Definition and Assessment Framework

Vitality measures how busy a centre is, while viability measures its capacity to attract ongoing investment. A series of indicators should be used together to assess town centre health and performance rather than relying on single indicators.

Vitality & Viability - Vitality is a measure of how busy a centre is, and viability is a measure of its capacity to attract ongoing investment for maintenance, improvement and adaption to changing needs. Although no single indicator can effectively measure the health of a town centre, the use of a series of them can provide a view of performance and offer a framework for assessing vitality and viability.
