Vitality and Viability Assessment for Town Centre Uses
Applicants must demonstrate that proposals will not adversely affect the vitality and viability of centres in the catchment, and that the development complements rather than alters the role and function of the centre. A full Retail Impact Assessment (RIA) is not required but some detail must be provided to satisfy these criteria.
In respect to criterion (c) & (d), applicants will be expected to demonstrate that there is no adverse effect on the vitality and viability of centres in the catchment and that the proposal would complement and not alter the role and function of the centre. Whilst it is not expected for applicants to submit a full RIA, some detail will be required in order to satisfy these criteria.
