Office Impact Assessments and Sequential Test
Larger office developments should be directed to city centre locations. A sequential test applies to office proposals not in an existing centre or designated area, and impact and need tests must be considered for offices exceeding 1000m² (Gross Square Metres) in out-of-centre locations.
There is a policy presumption in favour of directing larger offices towards city centre and a sequential test should apply to proposals for office development not located within an existing centre or designated area. As offices fall under the definition of main town centres uses as set out the SPPS an impact and need test must be considered for development proposals that are in excess 1000m² (External space i.e. Gross Square Metres) and are located within an out of centre location.
