Proportionality and scope of needs assessment
Needs assessments should be proportionate and may incorporate qualitative and quantitative assessment, taking account of sustainable needs and committed developments.
The SPPS states that when undertaking an assessment of need, this should be proportionate to support the application and may incorporate a qualitative and quantitative assessment of need taking account of the sustainably and objectively assessed needs of the local town and take account of committed development proposals and allocated sites.
