An assessment of need identifies the needs of consumers and the requirements of retailers, leisure operators and others proposing development for main town centre uses. Consideration should be given as to whether there is a need / whether there is capacity for a proposed development within the catchment area. In line with best practice assessment of need should be considered over time: up to five years for most schemes, or up to ten years for major schemes.
