Examination of 'No Development' Scenario
The no development scenario should not assume all centres benefit from expenditure growth and must reflect market changes, online shopping impacts, infrastructure changes, and both improving and declining retail destinations.
This should not necessarily be based on the assumption that all centres are likely to benefit from expenditure growth in convenience and comparison goods and should reflect both changes in the market or role of centres, the impacts of online shopping as well as changes in the environment such as new infrastructure. The effects of wider trends therefore need to be considered.
