Proportionate approach to impact assessment
Impact tests should be undertaken proportionately and appropriately to local circumstances, using existing information where possible, with scope and detail agreed between applicant and council in advance.
The impact test will need to be undertaken in a proportionate and locally appropriate way, drawing on existing information where possible. Ideally, applicants and the council should seek to agree the scope, key impacts for assessment, and level of detail required in advance of applications being submitted.
