Identify sequentially preferable sites
The assessment should consider sequentially preferable sites, first those within designated centres and then, if unavailable or unsuitable, sites in an edge of centre location. For retail proposals in Belfast, the primary retail frontage and core should remain the focus, with edge of centre locations considered to be within 300m of the city centre boundary.
The assessment should then consider sequentially preferable sites – i.e. first those within designated centres and then, if these are unavailable, suitable or viable, sites in an edge of centre location. Establishing whether a proposal is in an edge of or out of centre location will depend on the specific type of development proposed and the site context. In order to maintain the vitality and viability of the city centre the primary retail frontage and core should remain the focus for retail proposals in Belfast. However, an edge of centre location for such proposals would be considered to be within 300m of city centre boundary.
