Viability Assessment Information Requirements
When assessing whether an affordable housing proposal is viable, developers must provide a comprehensive development appraisal including costs, revenues, profit, and contributions. Land value is assessed at current independent valuation rather than actual purchase price.
The assessment of viability can be carried out using an independent model. Although not exhaustive, this will typically include the following list of information:
• Developers/applicants development appraisal;
• All fees incurred;
• Development Sales Revenue and Unit Sales Prices;
• Build costs;
• All other costs;
• Gross Development Value;
• Profit;
• Costing of any developer contributions; and
• Any other issue considered relevant.
