Compliance with sequential test and other material considerations
Passing the sequential test does not guarantee permission; the council must also assess all material considerations including impact and need of the proposal.
Compliance with the sequential test however does not guarantee that permission will be granted. The council will have to consider all material considerations in reaching a decision including an assessment of the impact and need of the proposal, if appropriate. Section 3.2 of this document provides further detail on impact and need.
