Centre Hierarchy in Belfast Context

For Belfast planning purposes, 'centres' include the city centre, district centres, and local centres (rather than traditional town centres). All centres have important roles providing services, scaled to their role within the hierarchy.

In the Belfast context, there are no "town centres", rather a city centre with district and local centres, and therefore for the purpose of this SPG, centres are considered to include the traditional city centre as well as the district and local centres. It is considered that all centres have an important role to play in the provision of services, but the scale and nature of these services will depend on the role of the centre. The Plan Strategy (PS), in line with the Regional Development Strategy (RDS) 2035 seeks to enhance the role of Belfast city centre as the regional capital and support and strengthen its distinctive role as the primary locations for retail and other main town centres uses in Northern Ireland. District centres in the Belfast context are primarily retail led.
