Phased Development and Affordable Housing Delivery

Sites can be phased to meet affordable housing requirements, but this must be discussed with the Council early to ensure timely delivery. Large developments may include review mechanisms via Section 76 agreements.

Sites can however be phased in a manner which meets the affordable housing requirements. Where a phased approach is advocated, this should be discussed with the Council from the outset to ensure that the affordable housing requirement can be delivered over the whole scheme, in a timely fashion. For large scale developments, where completion is to be expected over a significant number of years, it may be appropriate to include a review mechanism with a Section 76 agreement, which allows the parties to keep the delivery of affordable housing in the later stages of development under review.
