Assessment of road safety impact

The council will assess whether an advertisement or sign would be so distracting or confusing as to create a hazard to drivers, cyclists or pedestrians. Sign brightness should accord with Institute of Lighting Engineers Technical Report No 5 (2nd edition).

In assessing the impact on road safety, a consideration for the council will be whether the advertisement/sign itself or its location is likely to be so distracting or confusing that it creates a hazard to, or endangers, people in the vicinity, be they drivers, cyclists or pedestrians. In assessing the brightness of signs, these will be expected to accord with guidance such as that contained in the Institute of Lighting Engineers Technical Report No 5 (2nd edition).
