Pre-Application Discussion (PAD) Service for Affordable Housing

Antrim and Newtownabbey Borough Council offers a PAD service for applicants proposing development on sites required to provide affordable housing. Applicants should submit the Affordable Housing Proposal Form (Parts 1-14) via the Planning Portal and may invite their RHA partner and have NIHE provide written comment on housing need and mix.

A PAD service is available from Antrim and Newtownabbey Borough Council planning section and applicants are very strongly encouraged to use this service if they are proposing development on a site that is required to provide affordable housing units. Applicants should apply for a PAD with the Council via the online Planning Portal at https://planningregister.planningsystemni.gov.uk/. Parts 1-14 of the 'Affordable Housing Proposal Form and Checklist', see Appendix 2, should be completed by the applicant and uploaded onto the Planning Portal as 'additional information' at the relevant stage when applying for the PAD. For the PAD meeting, applicants may also invite their RHA partner to attend. The Council may invite NIHE to provide written comment, (or attendance for more complex proposals), to provide advice on housing need and housing mix of the affordable units.
