Flexibility in block and plot design for uncertain future uses

Where the intended use of blocks and plots is not yet established, they should contain sufficient flexibility to avoid overly restricting their future use.

In cases where the intended use is not yet established it is important that the blocks and plots contain a degree of flexibility so as not to overly restrict their future use.
