Assessment of new buildings within existing clusters

The Tall Buildings Design Statement must demonstrate how a new building contributes positively to an existing cluster, showing relationships with dominant elements and justifying the addition through placemaking and urban design rationale.

Where the building forms part of an existing cluster, the TBDS should demonstrate how the new addition contributes positively to the cluster as an enlarged cohesive grouping of buildings. In this regard, the TBDS will illustrate and justify relationships between the new building and existing buildings contained within the cluster. This assessment will identify relationships between the new building and any dominant element within the cluster and other surrounding buildings, or justification as to why consideration should be given to the new addition forming the new dominant element within the cluster. In either case, consideration will only be given to additional tall buildings being added to existing clusters where there is a valid placemaking and urban design rationale for doing so and where the development does not prejudice other aspects of the SPG.
