Scale, density and character compatibility

Development should identify positive urban elements to achieve recognisable, legible scale and proportion; where new development significantly differs in scale or density from existing areas, it should create a new distinctive character that complements rather than simply scales up existing character.

The ability to identify the positive influence that these elements can have within an urban block or individual building, allows for development to achieve a scale and proportion that is easily recognisable within its context and one which is legible and easily identifiable. Where the scale or density of new development is very different to the existing local area, it may be more appropriate to create a new distinctive character and identity that complements its neighbours rather than scale up the character of the existing place.
