Council approval and expert review of viability assessment
The Council will only advise that a site-specific viability assessment be undertaken if it accepts there is a valid case. Where viability affects the core nature of the development, detailed viability work may be required at PAD stage, with the Council potentially retaining expert advice at the applicant's cost.
Only in the event that the Council is content that there is a valid case will it advise at the PAD meeting that a site-specific viability assessment be carried out as part of any subsequent planning application. However, where a question regarding viability affects the core nature of the proposed development, it may be necessary to undertake detailed viability work as part of the PAD process. In such cases, the Council may retain expert advice in order to review any viability information submitted. The cost of this work at PAD stage will be borne by the applicant and the required fees shall be paid to the Council in advance of the viability information being assessed.
