Strategic plan-wide viability assessment results summary

The majority of fully policy-compliant typologies tested, including 20% affordable housing contribution, are viable across the city, indicating Belfast LDP policies are realistic and deliverable. Viability issues arise mainly from particular development forms or lower-value areas where housing prices are below development costs.

Figure 5.2 below provides a summary of the outcomes of the testing, arranged by value band (see Figure 4.2). At the outset, it is important to note that, at a broad level, the plan-wide assessment shows that the majority of typologies tested (which are fully policy compliant, including a contribution of 20% affordable housing) would be viable across the city. In other words, that the policies in the Belfast LDP are realistic and deliverable. Where potential viability issues have been found, this is mainly either as a result of the particular form of development, or in the case of lower-value areas of the city, where market housing prices are lower than actual development costs.
