Viability assessment outcomes and methodology

Viability is assessed as net residual outcome after all costs including finance, developer return and site benchmark value are deducted; positive amounts indicate viable schemes, negative amounts indicate non-viable schemes unless other factors change.

The results of the strategic plan-wide viability assessment are presented as net residual outcomes after all costs including finance, developer return and site benchmark value have been deducted. Where the amount was positive a scheme was considered viable and where it was negative, then such a scheme is not considered viable and could only proceed if some of the factors were different (e.g. a lower rate of return or site value is acceptable, or with some sort of public intervention).
