Viability considerations for historic built environment developments
Viability is often a key consideration for development proposals affecting built heritage, including listed buildings and non-listed buildings within conservation areas, due to policy presumptions favouring retention, potential density reductions, and need for temporary uses to maintain buildings.
As recognised in the policy context, viability is often an important issue in respect of development proposals affecting built heritage. In the case of listed buildings and non-listed buildings within a conservation area, there are a number of different scenarios for which viability becomes a key consideration:
• The policy presumption in favour of retention of heritage assets;
• The need to reduce densities to protect heritage assets which may include addition of extra open space;
• The need to introduce temporary uses to secure the upkeep of such a building;
