Key assumptions introduction and purpose

The following section seeks to provide clarity to both developers and planners in terms of the key assumptions used within the viability assessment process. These were the key inputs identified when carrying out the strategic plan-wide viability assessment, which can be used to determine at a high level whether a fully policy compliant development could be viable. If viability is considered to be an issue for a particular development, it will be up to the applicant to demonstrate whether particular circumstances justify the need for a site-specific viability assessment at the application stage. The weight to be given to a viability assessment is a matter for the decision maker, having regard to all the circumstances in the case, including whether the key assumptions are valid for the specific case.
