Viability in Retail and Town Centre Policies

Retail development outside existing centres is only permitted where no viable alternative exists in a sequentially preferable location; temporary uses are restricted where detrimental to centre viability; and loss of tourism, leisure and cultural facilities is only allowed where demonstrated to be no longer viable.

Similarly, Policy RET2: Out of centre development and Policy RET3: District centres, local centres and city corridors, will only permit retail development outside of existing centres where there is no viable alternative in a sequentially preferable location. Similarly, Policy RET6: Temporary and meanwhile uses will only allow temporary uses within centres where it is not detrimental to a centre's vitality and viability. In addition, Policy TLC2 only permits the loss of existing tourism, leisure and cultural facilities and assets where it is demonstrated that the facility is no longer viable, recognising the importance of such uses, in particular tourism, to the viability of suppliers, services and facilities.
