Definition of Development Viability
Development viability is defined using the Harman Report definition. Scheme viability is a material consideration in planning applications when meeting policy requirements in full may render the scheme undeliverable.
There is currently no Northern Ireland specific guidance on viability in the development management process. The Council have therefore taken account of best practice in other jurisdictions and have adapted this where appropriate to the Belfast context. For the purposes of this SPG, the Harman Report definition of development viability will be used. Scheme viability is a material consideration in the determination of planning applications where it can be demonstrated that meeting the policy requirements in full may render the scheme undeliverable.
