Phasing development - submission requirements

Applicants proposing phased development must submit a Phasing Plan as part of the planning application. The Council may refuse permission if it considers an applicant has deliberately divided a site into groups of 4 or fewer units to avoid Policy HOU5 requirements.

In cases where an applicant proposes a phased approach to delivering development, the proposed approach should be submitted through a Phasing Plan as part of the planning application. As noted in Section 3.2, where the Council considers that an applicant has deliberately divided a site into groups of 4 or less units to avoid the requirements of Policy HOU5, planning permission may not be granted.
