Affordable Housing Proposal Form and Early Engagement
Developers must discuss affordable housing mix with Registered Housing Associations early in the process and submit proposals using the Affordable Housing Proposal Form, either through the PAD process or with planning applications. NIHE will be consulted by the Council throughout.
The appropriate mix of affordable housing should form a key part of discussions between a developer and a RHA at an early stage, albeit with the acknowledgement that such conversations are likely to be speculative in nature due to contractual and funding arrangements RHAs are required to comply with. Initial proposals should be recorded in the Affordable Housing Proposal Form (Appendix 1) and submitted, as appropriate, to the Council as part of the PAD process or to accompany a planning application. NIHE will be consulted by the Council as part of the planning process, including the PAD process, and, where necessary, will be invited to attend meetings with the applicant to discuss. The Affordable Housing Proposal Form should be updated, if required, following a PAD process and submitted as part of any subsequent planning application.
