Exceptional circumstances: unviability due to abnormal costs or constraints
In exceptional cases where abnormal costs, constraints, or required mix of house types and tenures make a proposal unviable, developers should discuss this with the Council early via a Pre-Application Discussion to explore whether full Policy HOU5 requirements can be met.
In exceptional circumstances, there may be cases where abnormal costs or constraints and/or the mix of house types and tenures required may result in a proposal being unviable and, therefore, unable to meet the above requirements in full. As with all proposals for development that trigger the requirements of Policy HOU5, this should be discussed with the Council at an early stage. In such circumstances, a Pre Application Discussion (PAD) is strongly recommended (see also Section 5.2).
