Site capacity and piecemeal development
The Council will assess whether proposals make optimum use of land and prevent piecemeal development by treating multiple subdivided sites below policy thresholds as a single site for affordable housing requirements.
The Council will consider site capacity and whether a proposal makes optimum use of the land and will take account of the development potential of all adjoining zoned or un-zoned sites to ensure that development proposals do not take place in a piecemeal fashion. Where the sub-division of land has resulted in two or more sites that fall below the policy thresholds, the Council will treat them as one site for the purposes of applying Policy HOU5.
