Applicability of Affordable Housing Requirements
Affordable housing requirements apply to housing developments, mixed-use developments with housing, and redevelopment/conversion/subdivision of existing buildings where five or more dwelling units are created. Small-scale 100% social housing developments may be exempt if they meet identified needs, but large mono-tenure social housing areas do not qualify.
The requirements of Policy HOU5 will apply to proposals for housing development and mixed use development that incorporate an element of housing, together with proposals for redevelopment, conversions and subdivisions of existing buildings, where the number of dwelling units created is five or more. For the avoidance of doubt, a small scale development involving 100% social housing may be deemed to meet the requirements of this policy, where this addresses an identified need and is able to contribute towards sustainable and balanced communities (see provisions in Section 4.4.8 on balanced and sustainable communities). However, larger areas of mono-tenure social housing are not deemed to deliver sustainable communities.
