Exception for multi-dwelling conversion of traditional non-residential buildings

Exceptionally, a traditional non-residential building may be sympathetically converted to provide more than one dwelling where the building is of sufficient size, the conversion involves minimal intervention, and the overall scale and intensity of use is appropriate to the locality.
