Development in Coastal Areas - National or Regional Interest Test

Development in coastal areas may be considered where demonstrated to be in national or regional interest with no other suitable location. Minor development like access improvements or low-intensity recreation may be acceptable subject to environmental impact consideration. All proposals must address environmental change and flood risk implications, with mitigation and compensatory measures required where exceptional circumstances exist.

Development may be considered where it is demonstrated to be in the national or regional interest and there is no other suitable location. Some minor development, such as access improvements or low-intensity recreation, may also be acceptable, subject to consideration of environmental impact. In addition, all development proposals must demonstrate that the potential implications of environmental change and flood risk have been considered and addressed appropriately. Where exceptional circumstances exist that support development proposals that have potential impact on the coastal resource, adequate mitigation and compensatory measures must be agreed and put in place.
