Flood risk management context and environmental change

Flooding frequency, pattern and severity are expected to increase due to environmental change. Development can worsen flooding by increasing surface water run-off, altering watercourses, and reducing floodplain storage.

The frequency, pattern and severity of flooding are expected to increase as a result of environmental change. Development can also exacerbate the problems of flooding by accelerating and increasing surface water run-off, altering watercourses and removing floodplain storage. Therefore, the planning system has an important role to manage development so as to reduce risks and impacts of flooding.
