Parking reduction and negotiation with developers
In certain instances, developers may not need to fully meet the car parking demand generated by their developments. The council will negotiate reduction levels based on development characteristics, location, accessibility to alternative transport, travel plans, and measures to promote alternative modes.
To tackle growing congestion problems and help reduce reliance on the private car the council considers that in certain instances it will no longer be appropriate or desirable for developers to fully meet demand for car parking generated by their developments. Where parking reduction is considered acceptable in principle, the council will negotiate the precise level of reduction with developers. Account will be taken of the specific characteristics of the development, its location and its accessibility to means of travel other than the private car, including the development of a travel plan (policy TRAN 4) and any measures proposed to promote alternative transport modes.
