Justification and amplification for accessible environment policy

The council presumes in favour of level access from the site boundary to building entrance. Steps, ramps or mechanical aids are only permitted where demonstrated as necessary. Accessible design must be considered early in the design process for both inside and outside areas.

This policy aims to create a more accessible environment for everyone, including people with disabilities. Ease of access must be considered early in the design process and must consider both the inside and outside areas of the building. It should be designed to facilitate easy access for all users, not only to the building entrance but also from the streets and spaces around buildings and such movement should be given priority over vehicles. The council will operate a presumption in favour of a level approach from the boundary of the site to the building entrance and the use of steps, ramps or mechanical aids will only be permitted where it is demonstrated that these are necessary. Policy HOU 7 is applicable in the case of accessible housing.
