Policy RET6 – Temporary and meanwhile uses

Temporary or meanwhile uses outside the Primary Retail Frontage in defined centres may be permitted for appropriate commercial uses, complementary evening/night-time economy uses, or seasonal events, subject to specific criteria including no more than one calendar year duration and not resulting in 3 or more consecutive non-retail uses in primary retail frontage.

Planning permission will be granted for a temporary/meanwhile use outside the PRF in defined centres within the hierarchy, with the emphasis on regenerating vacant buildings and land, in the following cases: a. It is for an appropriate commercial or business use such as small start-ups creating employment or of benefit to the local community; b. It would introduce a complementary use that would support the evening and night time economy (excluding hot food takeaways which are not considered temporary and meanwhile use); or c. It would accommodate a seasonal event. In such cases proposals should demonstrate how vacancy can be addressed and conform to all the additional criteria set out below: d. It complements the character of the centre and will not be detrimental to its vitality and viability; e. It would not result in 3 or more consecutive non-retail uses located in the primary retail frontage; and f. It will not be permitted for more than one calendar year. This will be subject to proposals meeting all other policy requirements, particularly those relating to residential amenity and wider environmental quality.
