Heritage Impact Assessment and Precautionary Principle

The council will apply the precautionary principle when considering development impacts on archaeological and built heritage assets, will not support proposals with detrimental effects on significant sites, and will require applicants to undertake appropriate site surveys and assessments prior to planning application determination.

The council will adopt the precautionary principle when considering the impacts of the proposed development on archaeological and built heritage assets, including designated archaeological sites of importance, listed buildings, conservation areas and areas of townscape character. The council will have due regard to the relative importance and levels of protection afforded to the hierarchy of designated areas. In this regard, proposals that have, or could have, a detrimental effect on a significant site will not be supported by the council. Careful design of new development will minimise potential adverse impacts on historic environment interests generally. The council will require applicants to undertake appropriate site surveys and assessment for consideration prior to planning applications being determined.
