Design of basement and semi-basement car parks

Basement or semi-basement car parks must be designed to be safe and avoid creating dead frontage at street level; surface parking under raised ground floor podiums with large ventilation grilles should be avoided to prevent negative street-level impacts and creation of threatening environments.

Careful attention must be given to the design of basement or semi-basement car parks to ensure that they are safe to use and do not have a negative impact at street level by the creation of dead frontage. Surface parking under a raised ground floor podium can also create the same effect, particularly where ground floor elevations comprise large sections of ventilation grilles and louvres.
