Exceptional circumstances for HMO or sub-division within HMAs

An HMO or sub-division within an HMA may be acceptable in exceptional circumstances if it does not increase the total number of bedrooms, even if converting one HMO into multiple smaller HMOs.

In exceptional circumstances an HMO or sub-division in an HMA may be acceptable, providing it does not give rise to intensification including an increase in the number of bedrooms. For example, a proposal to convert an existing eight-bedroom HMO to two four-bedroom HMO flats may be acceptable, providing there is no increase in the number of bedrooms.
