Measuring intensive housing forms within HMAs
The intensity of HMOs and apartments within a Housing Market Area is calculated by counting licensed HMOs, planning approvals for unlicensed HMOs, and apartments (new build or converted), then dividing by total dwelling units in the HMA.
The level of intensive forms of housing within an HMA will be measured by adding together:
1. The number of HMOs recorded under the HMO Licencing scheme;
2. The number of planning approvals for HMOs not yet licensed; and
3. The number of units with planning approval for new build apartments and apartments created through conversion/sub-division.
The total will then be divided by the total number of dwelling units within an HMA.
