Windfall housing and planned approach to land zoning
Belfast historically approved significant housing on non-zoned land as windfall. The plan proposes a modest windfall allowance and prefers a planned approach by zoning sufficient housing land to meet identified need, following the SPPS sequential approach.
Belfast has historically seen a high proportion of land delivered outside of the plan process, with planning approvals for housing on non-zoned land leading to an unusually high proportion of housing being classified as windfall. However, the windfall allowance proposed is very modest, reflecting the preference for a planned approach in zoning sufficient housing land within the city to meet identified need. Land will be zoned for residential development in accordance with the locations identified within this policy and the SPPS's sequential approach.
