Five-year housing land supply requirement

The council must ensure an ongoing viable 5-year supply of housing land with indicative annual rates that reflect lower development initially, increasing towards the end of the plan period as economic performance improves.

The council is also required to ensure an ongoing viable 5-year supply of land for housing and the indicative average annual rates will provide a basis on which this 5 years supply can be demonstrated. This recognises that the scale of delivery of new housing is likely to increase as the economic performance of the city increases and so reflects a lower rate of development at the start of the plan period, increasing towards the end.
