Climate change and greenhouse gas emissions context

It is described as long-term changes to global climate patterns due to increasing levels of greenhouse gas emissions. The council will have to tackle greenhouse gas emissions to be able to contribute towards the UK targets and the Paris Agreement to reduce carbon emissions.
