Site Restoration Programme Requirements

All minerals proposals must include a high-quality, safe, and timely site restoration programme, preferably undertaken in phases during extraction. If operators cannot demonstrate sufficient restoration capability, including financing and aftercare, the Council will require a Planning Agreement and financial guarantee.

A programme of restoration that commits to a high quality, appropriate, safe and timely site restoration, must accompany all minerals proposals. Wherever possible this should be undertaken and completed in a phased manner, as the site is extracted. If operators cannot demonstrate that their programme of restoration is sufficient (including the necessary financing, phasing and aftercare of the site), the Council will require the developer to enter into a Planning Agreement to ensure restoration plans are completed and provide a suitable financial guarantee.
