Cost Subsidy Through Enabling Development

Enabling development allows the cost of maintenance, repair or conversion of a heritage asset to be subsidised when the cost exceeds its market value to the owner.

By allowing Enabling Development, which would otherwise not be permitted, the cost of maintenance, major repair or cost of conversion to the optimum viable use of the heritage asset is subsidised, where the cost is greater than its value to its owner or market value.
