Policy DM 35: Enabling Development - Purpose
This policy enables development that would normally be contrary to planning policy if it is the only means to secure the future of an important heritage asset through restoration, conservation, or repair via cross-financing.
The aim of this policy is to secure the future of an important heritage asset, through restoration, conservation or repair, by means of cross financing Enabling Development. This aim has taken account of and is consistent with the provisions of the SPPS. The Council recognises that the historic environment of our Borough should be valued, protected and its long-term future secured. Enabling Development is a development proposal that is contrary to established planning policy and which in its own right would not be permitted. However, it is acknowledged that exceptionally such development may be the only means available to secure the long-term future of an important heritage asset in the public interest.
